The good: The newest iPad's faster A6X processor adds extra system speed and graphics power. Improved worldwide cellular compatibility makes the LTE model a more appealing proposition. And the iOS App Store remains best in class, with the widest selection.
The bad: The fourth-gen iPad is otherwise identical to its recent predecessor -- same size, weight, and Retina screen. It's heavy to hold in one hand, and most older accessories won't work without investing in a pricey Lightning adapter.
The bottom line: The latest iPad adds several tweaks and improvements to secure its position at the top of the tablet heap. It's better all around, but third-gen owners need not apply.

Summary: Lately, I have been considering purchasing an iPad 4. This basic unit "starts at $499." However, I would probably need all the bling that Apple offers to augment my iPad: a case, a stand, speakers, a printer, cables, extra GB, and a dock. If I pay $130, the thing can be used as a cell phone. All told, I'd be out about $1000 (US), which is what I paid for my MacBook Pro in 2010. (As a promotion, my MacBook came with a "free" iPod Touch 3 that became obsolete almost immediately.) Funny how fast the iPad eclipsed the iPod touch that I got only three years ago. Nothing should be outdated that fast! Where do all these old computers go, anyway? Apple Heaven? Or do they just dump refurbished machines on public schools that don't have the budget to purchase the latest models? I see commercials every day for a cell phone company that makes fun of people who don't want to keep upgrading their old devices with new ones. Well, not all of us have the resources or even the patience to upgrade these machines every year along with "new, improved" software that worked perfectly well in the first place.
Compared to specs of the new iPad, my MacBook's only drawback is its weight. My husband had to buy an iMac to augment his nearly obsolete Power Mac G5 (which has no Intel processor and therefore no way to upgrade beyond OS 10.5.4). The more I see of these new, upgraded devices, the more I remember how the Power Mac G4 (1999-2004) was the be-all, end-all computer (which we had to dump for the G5, 2003-2006), the Cube (2000-2001, which burned up its own hard drive because it turned out it DID need a fan, after all), and whatever machine that Apple sold us in the mid-90s that required floppy discs prior to the advent of CDs.
As a child of the 1960s, I see the iPad as a glorified Etch-a-Sketch. The reviews prior to mine say things like "Great camera," Great for gamers," "Really fast," and "Intuitive OS." It also says "Not much better than v.4," "Heats up," "Doesn't use Flash," and so on. It's portable and has cell-phone capability for $130 more. But I have a cell phone, and I'm not familiar with many of the apps that people laud about the iPad 4.
For memory, you can use something called iCloud. I still don't know how that works. Who else can see any documents, photographs, music, etc. that I might store in iCloud World? The security of invisible, intangible memory is probably nil.
I am typing this review on our Power Mac G5, which is still quite useful for sending/receiving e-mail, using Word products, iTunes, and Firefox 3.6.28. It still has plenty of space (has a limit of 2 GB, but we can attach an external backup drive to this and keep on trucking). I wonder how long it will be before the iMac 21.5 ($1249, 8 GB) we just bought becomes useless. Its lack of an internal disc drive prevents us from installing Microsoft Word or our HP Printer, for example. I had to fool it by downloading archived versions of our software so that the new computer would jump into "upgrade software" mode...which it immediately did, giving me the latest versions of anything I needed to use in our new iMac.
Given the right price, I might one day buy an iPad of it ever includes all the aspects I enjoy now on my laptop. I understand that the new MacBook Air ($1199, 13") has no disc drive, either. The omission of a disc drive is a deal-breaker for all portable Apple computers, as far as I'm concerned, so unless the overall price is all-inclusive, I'll wait awhile.
(A postscript: CNET feels the need to rewrite and punctuate my review as it sees fit. That may explain why so many of the reviews I've been reading here seem to have been written by people who use English as a second language. To quote John Reed, "DON'T REWRITE WHAT I WRITE!!!") -

Cons: Lack of innovation, first generation can do the job a little slower. siri is useless except for bad entertainment, can't play flash, open zips, pricey attachments for accessories. Can't customize. Not worth the money. There's newer technologies

Pros: Continues to offer a good quality build and look. Faster than ever before with new processor. iOS App Store has lots going for it.
Cons: Nothing has changed between the 3rd and 4th generation iPad products software wise, and little has been done to improve the hardware. Requires access to a full PC/Mac at times to get important tasks done.

There's next to nothing different about the iPad 4th gen from its predecessor. Yes, they dropped the A6X chip inside, which improves performance. But for a product that didn't seem to noticeably suffer to begin with, it begs the question: why the new product? And why so soon!? Typically, Apple releases products ~1-2 years from the previous generation. This time they waited around 7-8 months. On top of that, many people didn't immediately upgrade to the 3rd gen iPad right away, so those customers that bought into the 3rd gen felt robbed just a couple months later when this 4th generation iPad hit store shelves.
Make no mistake, the iPad is still good. But in a world where Google offers cheaper tablets with reasonable performance and a large app marketplace and Microsoft challenging the rules of tablet capabilities with their RT and Pro Surface devices, you have to wonder if the iPad is a must-have. Not only that, you may ask yourself whether this is a "should have" device. Office and Flash support on a similarly priced Surface RT is very appealing, even if Windows RT still needs optimization to move smoother like iOS does. The fact that the iPad requires me to still have another computing device nearby to do important tasks or work is a downer. -

However: RETINA does matter and u can tell the difference easily between previous version. While reading this is mostly important and if ur into photo editong or gaming this is the ipad for u. SIZE does matter and with the new 128gb (look at it as a $100 upgrade) -note if u don't care about internal storage, want versatile storage and are willing to jump through a few hoops format wise u can go with a seagate wireless plus external wifi hotspot hard drive, which is a $200 1 terabyte media upgrade. In the end bigger is better if only for the ability to optimize that space when needed and nv worry about reaching ur limit(Perfect combo? 128gb iPad 4 wifi+4g lte with seagate wireless plus: Package cost? $1129 (for that u could buy 3 iPad minis). SPEED matters and this is the fastest iPad yet. And if ur buying apple STATUS is a motivator and it matters. However unless they are to close for comfort no one is going to be able to tell this is the newest iPad from a distance.
If status is ur main motivator and ur new to iPads go with the IPAD MINI (which has the guts of an iPad 2) which is clearly recognizable or the iPad 2 which is thinner, lighter and cheaper than the newest version, who's gonna know? -

Summary: I was pleasantly surprised with the improvement in response and browsing speeds between my new iPad 4 and my original iPad 2. Side by side in the store I didn't see much difference in the displays (non-retina vs retina), however, I've noticed it in use; especially videos and games. Comparing them in store using just the wallpaper didn't do the retina display justice.
I'll now be able to actually use the camera. The one in the iPad 2 was so low a resolution that I gave up using it. It's aggravating that the new lightning connector isn't compatible with my existing accessories, however, I absolutely prefer it when connecting my iPad to power. MUCH easier to connect it and I'm sure the same will be said for the new docks when they are finally available.
Worth the upgrade for iPad 2 users. iPad 3 users might not experience the same incremental experience though.
